John Paul Tubbs

Instructional Media Strategist and Designer and with a focus in accessible, standards based audio-visual and web production that supports the development of on-line instructional materials. Twenty five years of experience in K–12 and higher education provide an executable vision linking production technologies, educators as content creators and strategic planning to deploy high quality learning experiences.

Highlighted and Innovative Instructional Media Implementations and Invited Committee Participation:

Campus Policy Committee on Accessibility for Digital Media (2010-present)
Chosen to be serve on the policy committee that linked campus implementation of accessibility practices to the Americans With Disabilities Act Section 508 and the Illinois Information Technology Accessibility Act.

Web@Illinois (2010-present)
Selected as member steering committee to advise on new web strategies for a 40,000 student campus to adapt new efficiencies in time a financial challenge. Chaired the Multimedia and Specialized working group making recommendations on content creation, server deployment and collaboration with campus library for development of trusted repositories.

Director’s Educational Technology State Extension Committee (2010)
Member of a public/private team and consultant with charge to develop and write a recommendation report on the future Land Grant University outreach through digital means.

eText.Illinois (2009-present)
Served in leadership role in the development of a campus wide digital textbook delivery platform. Worked with book authors/intructors to build a lightweight nimble web application that met needs of ADA Section 508 compliance, provided audio and video and a authoring based workflow based on the ePub format. In addition shot video and produced 90 video clips appearing in the book.

University of Illinois Webmasters Steering Committee (2009-present)
Member of committee charged with development of community collaboration amongst web workers throughout the University of Illinois campus. The group organizes a yearly forum, brown bags, informal “Caffeine Break” meeting and a community website for idea sharing.

Center for Multimedia Excellence (2003-present)
Founding member of the CME steering committee that provides leadership across the University of Illinois campus. CME is a grassroots effort made up of over ten working groups that grapple with multimedia issues of concern. These efforts have been heralded by the administration as a model for new services and support development.

Visual Asset Database – McGraw-Hill (2004)
Served in the role of video producer and advisory role for VAD – The Visual Asset Database, an online media database developed for McGraw-Hill, authored by University of Illinois Professor Jasna Jovanovic. This project required the production of over one thousand video, audio, and still image clips that were delivered with a database driven web site. Featured social networking features to enhance instructors’ development of course materials. Currently this on-line service is offered by the publisher to accompany their developmental psychology texts.

Nuevos Horizontes (2004–2008)
Radio producer/engineer of a University of Illinois Extension spanish language program. In addition acted as website coordinator for a search engine of program content. Program reached over 30 radio markets nationally.

Grants and Awards

2009 Educational Materials Award – Association of Natural Resource Extension Professionals (ANREP) for Website Award for “Shake, Rattle and Roll.” Audio recording and editing for children’s learning site for earthquakes, volcanoes and glaciers.

“Cool Site Winner” Award from 7th Annual Webmasters Forum (2006)
Video coordinator for the award-winning site, Parenting 24–7 from University of Illinois Extension. Award presented by the campus wide webmasters forum.

Extension Innovation Award – BodyWalk (2003)
Recipient of the 2003 Extension Innovation Award for the BodyWalk project. For this project, Tubbs co-created an introductory video presentation with Extension Educator Fran Streitmatter that was viewed by students prior to their embarking on a journey through the body.

Collaborative Partner in Numerous Grants and External Funding Awards
Tubbs’ work has been included in successful proposals to the National Science Foundation (Professor Jasna Jovanovic for "Scientists In Our Own Backyard), and Pampered Chef Family Resiliency Program at the University of Illinois (Parenting 24–7 and Intentional Harmony video production).

University of Illinois Extension Innovative Grant
$17,000 (October, 1999) Co-written with principal investigator Ben Mueller

This grant funded the development of the Distance Learning Media Center for Production and Distribution. Matching funds from the Department of Human and Community Development, and Information Technology and Communication Services brought the total to $32,000. The Center is a production studio for digital audio and video that includes a voice over recording booth, a digital editing suite, on-location streaming/recording equipment, and an automated CD duplication/printing system.

Hired as one of the original three members of the Golden & Associates instructional technology team, a consulting and support group focusing on K–12 education in Wisconsin. Responsibilities included researching and writing long range planning reports, staff development planning and instruction, multimedia production and system design, and research into curricular issues surrounding technology implementation in K–12.

Coordinated K–12 instructional and administrative computer systems in a 1700 student district that encompassed 6 building sites. Accomplishments include the implementation of 3 building wide networks at each elementary site; management of the installation of a district wide UNIX network for administrative software, electronic mail, and calendars; led the curriculum integration of computer skills into each content area eliminating general computer applications classes.
